? hidden in a new obama health care law a fee that will be passed on to millions of americans. it is $63 a head. it kicks in 2014. the fee is help meant to cover people with preexisting conditions under the new health care law which is big part of that. the obama administration says the fee is only temporary. they believe that costs overall will lower, over time and then they will be able to phase that out in 2017, unless congress decides to extend the fee if those cost savings don't seem to materialize. if history is any guide congress almost never finds parting with new taxes very easy. several large companies will end up paying tens of millions of dollars in the fee. maybe a few hundred dollars for the small firms. most will get passed on to workers. it is a tax increase no matter how you look at it really. speaker john boehner, his first position was no new taxes. president obama was asking for new taxes totalling $1.6 trillion. after the election speaker of the house ponied up an offer of $800 billion, exactly halfway between his zero and the president's $1.6 trillion. and then this week the president countered at $1.4 trillion. and were they to split the difference, doing simple math here, you would be looking at new tax revenues of $1.1 trillion. do you think, ben stein, that's where they're headed right there in the middle, $1.1 trillion? >> i don't know exactly where they're headed but we're headed for higher taxes. the palmy days for the rich when the taxes got lower and lower and lower in the bush administration are over. the happy times that the country -- we're going to have higher income taxes, much, much higher estate taxes, i suspect. the good times for those who have money to burn, well, they'll still have money to burn, but not quite as much money to burn. there have to be revenue increases. there has to be tax rate increases. i hate to say it, i'm a modestly upper incom

for this excessive spending? even if we did believe that president obama would dedicate new revenue from tax increases to help pay down the deficit -- and i don't believe that -- new revenue extracted from the top two brackets would only fund the government for about a week, a little less than a week. so that's clearly not the answer. when the president says well, we need to ask the wealthy to pay a little more, let's parse that for a second. you're not asking them to do it. if you pass the law, i.r.s. will come after you if you don't. so this is not a pleasant request. this is i.r.s. saying you have to pay more money to the united states government. and the president always likes to say a little more. well, it's not so little if your tax rate now goes up to almost 40%. if you're a small business man and you have got to pay 40% to uncle sam, you're probably not going to be able to grow your business. you might not be able to stay in business. you're certainly not going to be able to hire more people. so that's not little to them. it is little to funding the united states government. what the
